Prep PM 1: Reduce shoreline buildings at risk

Reduce the number of shoreline buildings considered at risk in the coastal flood hazard zone of Vashon and Maury Island by 12 buildings (net) between 2025-2030 and every five years thereafter and 70 buildings (net) by 2050 (a 10 percent net reduction), relative to a 2010 baseline of 700 buildings.
